International Day of Parliamentarism 2022: history, theme and meaning


June 30 is celebrated every year as the International Day of Parliamentarism to commemorate the date on which the Inter-Parliamentary Union (IPU) was founded. The IPU, founded in Paris in 1889, is an international organization of national parliaments aimed at promoting democratic governance, accountability and cooperation among its members.

Story

The International Day of Parliamentarism was sanctioned by the United Nations General Assembly in 2018 through resolution A/RES/72/278 which recognized the role of parliaments in ensuring greater transparency and accountability. In a parliamentary democracy, the citizens of a country elect their representatives to a legislative parliament. The Icelandic Parliament, founded in 930, is the oldest parliament in the world.

Each year, the IPU Executive Committee holds a meeting (virtual or physical) on Parliamentarianism Day. The panel discusses laws and policies related to peace and security, human rights and sustainable development globally.

Theme

In 2022, the International Day of Parliamentarism will be celebrated under the theme of public engagement. The theme was chosen following the Third Global Parliamentary Report which charts a roadmap for increased public engagement by parliaments.

Importance

The International Day of Parliamentarism is important because parliaments are the cornerstone of functioning democracies. The day provides an opportunity for leaders and the intelligentsia to review the progress made by parliaments in transparency, accountability and inclusiveness. It also encourages parliaments to adapt to new technologies and to include more women and young parliamentarians.

The United Nations also associates this day with the achievement of the Sustainable Development Goals by 2030. The UN states that parliaments are responsible for implementing international treaties and agreements. In addition, the day recognizes the importance of the IPU, which is made up of 179 member parliaments, in communicating peoples’ concerns and aspirations to the UN. This helps the organization select the most pressing issues to work on.
