The video shows one of the people throwing a dog into the water. The Abbeville County Sheriff’s Office announced Thursday that Calvin Bynes Hufflin, of Anderson, has been charged with animal abuse in the case. He is currently in the county of Abbeville remand center. They said one of the dogs involved in the incident was also seized in Anderson County. On Friday, the sheriff’s office said Carondus Moreck Allen of Anderson, who was wanted for the same offense, turned himself in to authorities. Authorities said arrangements have been made to remove the other dog involved from the owners.
